January 8, 2008

The Sherman Town Board met in regular session Tuesday, January 8, 2008, 7:30 p.m. at the Sherman Town Hall with President Robin Berg presiding. 

Members present:  Robin Berg, Gerry Karpen, Sandee Sutton, Cheryl Swenson and Ann Thiel.

Others present:  Ellen Karpen, Deidre Bonte and Brian Berg.

ROUTINE BUSINESS   

The Agenda was approved.

Minutes of the December 4, 2007, meeting were approved as read.

The treasurer’s report was read and approved.

CLAIMS APPROVED TO BE PAID

Minnehaha Community Water Corp., water, $26.75; Argus Leader Media, December meeting minutes, $26.47; Xcel Energy, electricity, $226.09; SECOG, 2008 dues, $172.00; Walmart, Christmas party supplies, $77.55; Dollar Tree, Christmas party supplies, 38.00; Jesse James, gas, 36.72; Ann Thiel, toilet paper and trash bags, $8.26; Brian Berg, 2.5 hours snow removal, $22.50. 

OLD BUSINESS

1.       The SD Department of Transportation declined Sherman ’s Community Access Grant application for road repair.

2.       Two sales tax revenue checks were received in December that were considerably more than the amount that Sherman normally receives.  The State Department of Revenue explained that an error was made by a company that does business in more than one city.  They reported sales in Sherman that should have been coded for Sioux Falls .  Payments will be withheld until the overpayment is recouped.  

NEW BUSINESS

3.       Zoning ordinances tabled to next meeting.

4.       A building permit application for Donald Klein for placement of a 42 x 72 square foot building on lots 11 and 12, Block 9, was declined per Zoning Ordinance 3.03.05 District Regulations.  A Conditional Use Permit is required for placement of this type of building in a Residential District. 

5.       The South Dakota Municipal League requested Sherman ’s input into whether or not they should support legislation proposed by the SD Association of County Commissioners to raise the price of an alcoholic beverage by five cents.  A unanimous decision was made to not support this proposal.

6.       Thiel provided a report of 2007 salaries for elected and appointed officials for towns similar in size to Sherman .

7.       Per Municipal Ordinance 1.0101, a Maintenance Superintendent should be appointed in January along with other appointed officials.  Discussion ensued regarding the role and salary of this position.  A help wanted ad will be placed in the Garretson Weekly.

8.       After considerable discussion, a motion was made by Karpen, seconded by Sutton, to set 2008 salaries as follows, with no change from 2007, pending further review:  

                        President:         $15.00 per meeting plus $20.00 per year

                        Trustees:           $15.00 per meeting

                        Town Clerk:       $480.00 per year

                        Treasurer:          $300.00 per year

                  General labor:    $9.00 per hour

9.       Motion by Karpen, second by Sutton, to appoint the following officials:  Ann Thiel, Town Clerk and Cheryl Swenson, Treasurer, and  to appoint Dean Hammer as the city attorney.

10.   Berg noted that per Municipal Ordinance 1.0404, all purchases over $100 must be approved by the Board prior to purchase.

11.   Berg noted that per Zoning Ordinance 4.04.01, a building permit must be obtained before beginning construction or demolition.

12.   Per Municipal Ordinance 3.0112, trash is prohibited from being burned.  Letters will be sent to property owners not in compliance.

13.   Goals for the Town for 2008 were reviewed.

14.   The three-year term for Berg ends on May 31, 2008.

15.   Thiel will obtain owner addresses for the Whistle Stop and David Bennett properties.  Owners will be notified of the requirement for grass and weed control.

Motion by Sutton to adjourn, second by Karpen.

The next regular meeting will be February 5, 2008, at 7:30 p.m.
